The Microbusiness Program is a critical component of Missouri's commitment to creating a more inclusive cannabis industry. It was established as part of the constitutional amendment that legalized recreational marijuana, a measure approved by voters in November.

In contrast, the 1st District, which includes the city of St. Louis, had 143 applicants. In this district, the majority of applicants expressed interest in dispensary licenses, accounting for 122 applications, while 21 focused on obtaining wholesale licenses.


Interestingly, the 3rd District, covering central western Missouri, featured the highest number of wholesale license applicants, with 144 individuals seeking this opportunity.


Ensuring Equitable Access

The Microbusiness Program was designed to prioritize individuals and communities that may face disadvantages or barriers to entry in the cannabis industry. To achieve this, the program incorporates seven categories through which applicants can qualify for a microbusiness license. These categories encompass various criteria, including income levels, residence in impoverished areas, and previous arrests or incarcerations related to marijuana offenses.


While the state has not yet disclosed which categories were most prevalent among the applicants, this information is anticipated to be included in the annual report of the chief equity officer, due by January 1.


License Verification and Issuance

What happens next in the wake of this transformative lottery announcement? The Missouri Department of Health and Senior Services will commence the critical task of reviewing the top-drawn applicants.
